Delhi Chief Minister Arvind Kejriwal today raised questions about the Electronic voting machines in the Punjab assembly polls, saying 20 per cent to 25 per cent of AAP votes were transferred to the Akali-BJP coalition which was in power in the state. The number of votes polled by his party were far less in some areas than the number of volunteers the party, he said, adding the results fly in the face of predictions by several exit polls and political experts.

In his first interaction with the media after the results of the assembly elections were declared, Mr Kejriwal said his party was expected to win the elections. "What then, went wrong? There was no word of Congress coming to power... yet they swept the elections... really don't know how that happened," he said.

The Congress had won 77 of Punjab's 117 seats. All exit polls had predicted a hung house for Punjab - the poll of exit polls had suggested that Mr Kejriwal's Aam Aadmi Party would be neck and neck with the Congress.

Electronic Voting Machines, Mr Kejriwal said, had been banned by some nations abroad because they can be tampered with. To conduct free and fair polls in India, they should be discontinued. "Our Supreme Court had said in the past that it is possible to tamper with EVMs. I'm not saying this, the Supreme Court said this," he said.

Citing an example, Mr Kejriwal said, "In (Punjab's) Shri Govindpur we got 1 vote... there are 5 volunteers who swear they voted for us... similar instances across the state... where did all the votes go? There is something seriously wrong."

Mr Kejriwal demanded that the votes registered in the EVMs be compared with the VVPAT trail (voter-verified paper audit trail) in nearly 32 places in Punjab. "It is about the credibility of the Election Commission and the faith of people in the electoral system. We have strong prima facie evidence of foul play," he said.

After the BJP's sweeping victory in the Uttar Pradesh Assembly Elections and the dismal performance of her own party, Mayawati had called for a switch to ballot papers, alleging that EVMs or Electronic Voting Machines, make rigging easy.

Mr Kejriwal has called for the use of ballot papers in the coming municipal elections in Delhi - a request that has been turned down by the Election Commission, which said such a change requires more time than it at hand. The civic elections are due on April 22.

The Redmi Note 4 follows the Redmi Note 3 closely when it comes to design. The front panel of the Redmi Note 4 is very similar to that of its predecessor, with similar capacitive navigation buttons below the display and slim borders around it. There's also 2.5D curved-edge glass across the front, giving this phone a premium feel. The all-metal phone feels sturdy, and compared to the Redmi Note 3, the rear panel on the Redmi Note 4 is less slippery.

The rear of the Redmi Note 4 is a bit different though, featuring design contours more reminiscent of the Xiaomi Mi 5 (Review). There are fine antenna bands running across the top and bottom. The rear camera, dual-tone LED flash and fingerprint scanner are set up much the same as on the Redmi Note 3. One of the few differences between the two is that this time around Xiaomi has shifted the speaker grilles from the rear to the bottom. The bottom also houses a Micro-USB port for charging and data transfers, while the top packs a 3.5mm audio jack and an infrared (IR) emitter. The power and volume buttons are placed on the right, and can easily be accessed with fingers.



At 8.3mm, the Xiaomi Redmi Note 4 is slimmer than its predecessor, and just one gram heavier. We had no problem using the handset with just one hand. The rounded edges of the Redmi Note 4 actually fit well in palm without causing any discomfort when used for long periods. When it comes to design, the Redmi Note 4 can be considered the best Redmi smartphone so far. It was launched in China in Dark Grey, and Gold, though Grey seems to have been replaced with an exclusive Matte Black option in India. We received a Gold unit for our Xiaomi Redmi Note 4 review.


The 5.5-inch full-HD IPS display has a resolution of 1080x1920 pixels, which works out to a density of 401ppi. Thanks to the full-HD resolution, text and images appear razor sharp. The Xiaomi Redmi Note 4 display offers punchy colours and decent viewing angles, while sunlight legibility is also great. The screen size makes the Redmi Note 4 well suited to watching videos and movies. You can adjust the colour temperature from the Settings app. A Reading Mode makes the display more comfortable to use while reading.

The Xiaomi Redmi Note 4 launched in India is powered by the octa-core Qualcomm Snapdragon 625 (MSM8953) processor clocked at 2GHz with an integrated Adreno 506 GPU. Xiaomi is selling three variants of this model in India: 2GB of RAM and 32GB of storage; 3GB of RAM and 32GB storage; and 4GB of RAM and 64GB of storage. The company provided us with a sample of the top end variant for our Xiaomi Redmi Note 4 review.

The handset has a hybrid SIM tray which supports one Nano-SIM and one Micro-SIM or a microSD card. Xiaomi notes that both SIM cards support 3G and 4G networks. The company has definitely taken note of complaints of the Redmi Note 3's 32GB microSD capacity limit. The Redmi Note 4 supports microSD cards of up to 128GB which should be sufficient for most people.



Xiaomi Redmi Note 4 has a non-removable 4100mAh battery which is marginally bigger than the 4050mAh one seen on the Redmi Note 3. There's a 13-megapixel rear camera with f/2.0 aperture, PDAF (phase detection autofocus), and a dual-tone LED flash. There is also a 5-megapixel front-facing camera with f/2.0 aperture and a fixed-focus lens. Users also get dual-band Wi-Fi 802.11a/b/g/n, Bluetooth 4.1, USB OTG, FM radio, GPS/ A-GPS, Miracast, GLONASS, and BeiDou. Much like its predecessor, the Redmi Note 4 also gives NFC connectivity a miss. 4G and VoLTE are supported, and we were happy with call quality.

The Redmi Note 4 runs MIUI 8 based on Android 6.0.1 Marshmallow. Xiaomi has added plenty of new features including Now on Tap which was one of the highlights of Android Marshmallow, introduced in 2015. Google's Now on Tap can be triggered within any app just by long-pressing the Home button, and can use what's on screen as context for your searches. MIUI 8 on the Redmi Note 4 looks light and polished compared to previous versions. We were impressed with the system animations, which look refreshing, including a neat one when you uninstall an app.

MIUI 8 comes with a new Gallery app that automatically syncs stored photos on the device with Mi Cloud. Users get 5GB of free cloud storage on signing up for an account. The Gallery app now comes with video editing and sharing features.

The Quick Ball feature, which was first seen on the Xiaomi Mi Max (Review), is available on the Redmi Note 4 as well. This is a hovering button that stays on the screen at all times, including on the lock screen, and lets users define up to five shortcuts for easy access.

With privacy in mind, the Redmi Note 4 offers Dual Apps and Second Space, two of our favourite software features. The Dual Apps feature, as the name suggests, creates two instances of any app on the same smartphone, so you can, for example, use two WhatsApp accounts at the same time. Second Space, on the other hand, lets users separate business and personal data on the same phone. The feature lets users use two entirely separate Google accounts.

Another highlight of the software is scrolling screenshots, which lets users take screenshots of entire Web pages. Xiaomi has also worked on its dialler app which is now light and easy to use. MIUI 8 brings a caller ID feature to the Redmi Note 4, which eliminates the need for third-party apps such as Truecaller. The Messages app has also received some much-needed tweaks in the latest version, such as the ability to bundle similar messages into folders. In our case, texts received from banks, food chains and other services were moved into one folder, which was helpful in prioritising what to check first. The preloaded Themes app offers plenty of options for wallpapers, ringtones, and icons.

Xiaomi has also included a one-handed mode, which basically shrinks the display to one side of the screen and lets users select effective screen sizes - 3.5, 4, and 4.5 inches.



The Xiaomi Redmi Note 4 has plenty of preloaded apps including Security, Compass, Scanner, Recorder, Feedback, Mi Picks, Mi Community, Mi Remote, Music, Mi Store, Weather, and a default browser. Unfortunately, there is no way to uninstall the preloaded Xiaomi apps. We feel that Xiaomi should reduce the number of preloaded apps on its future devices or at least offer the option to uninstall some of them.

The Xiaomi Redmi Note 4 was able to handle almost everything we threw at it, and we had no complaints with the octa-core processor. It handled heavy games with ease and we had fun playing Asphalt 8 and Dead Trigger 2 on the device. We were able to use the Redmi Note 4 over the course of a few weeks, and never felt that we needed a more powerful processor. Multitasking on the Redmi Note 4 was quick, and apps launched without delay. Our test unit with 4GB of RAM had enough free memory at any given time. We noticed that 1.8GB of RAM was in use at all times, leaving us sceptical about the experience we would have had using the variant with only 2GB of RAM, which could be more popular due to its lower price.

The Redmi Note 4 is very good for media playback thanks to the excellent IPS display, and it supports high-resolution video files, including 4K ones. The speaker at the bottom is decently loud and we didn't notice any distortion at higher volumes. Xiaomi didn't send us a headset with this unit, so we tested audio quality through our own headphones, and were happy enough.

Xiaomi Redmi Note 4 managed an impressive 65,560 in AnTuTu and 42,690 in Quadrant, which is higher than what we got from the recently launched Lenovo P2 (Review) and Asus ZenFone 3 (Review) both featuring the same Snapdragon 625 processor. GPU performance was also good, and we saw a healthy 28fps in the T-Rex test in GFXbench, and 9,029 points in 3D Mark Ice Storm Extreme. These scores are along the lines of what we expected, but it is worth pointing out that the Redmi Note 3 (Review) with a Snapdragon 650 processor achieved better overall scores.

There are plenty of modes to choose from in the camera app, including Beautify, Panorama, and Manual. In the Scenes mode, the device lets users choose from loads of options including portrait, landscape, sports, night, night portrait, beach, snow, sunset, fireworks, backlight, and flowers.You can also apply filters while taking photos, which is nice. The Xiaomi Redmi Note 4 camera app can record videos at full-HD (1080p) resolution and quality is pretty good. Selfies taken with the Redmi Note 4 had good colours and details, but again, those taken in well-lit situations were better than those taken in low light.



The 13-megapixel rear camera of Xiaomi Redmi Note 4 can take some decent landscape shots in well-lit as well as low-light situations. Macro shots also appear good, with proper colour accuracy and details. The PDAF feature lets the camera focus on subjects quickly. Low-light shots have good detail, though on zooming in one can see the graininess. The Redmi Note 4 was also able to take good photos of moving subjects.

Xiaomi has focused its efforts on improving camera quality on the Redmi Note 4 after complaints about camera quality on last year's model, and it's clear that things are better. However, we'd still like to see low-light performance improved.

Xiaomi Redmi Note 4's 4100mAh non-removable battery lasted for 15 hours and 10 minutes in our continuous video playback test, which is impressive for a battery of this capacity. In real-world use, the phone was able to last for up to two days. With heavy usage, we got to nearly a day and a half without needing to use any of the battery saving modes. We were especially impressed with the handset's ability to latch on to weak cellular as well as Wi-Fi network signals. We were not provided with a retail box with all accessories for our review, and so we can't comment on how long it would take to charge with the bundled changer. However, there is no support for quick charging, which would have been a welcome feature at this price level.

Verdict
The Redmi Note 4 is a great package with the only downsides being its hybrid SIM slot, lack of quick charging, and excess of preloaded apps. We think that the Redmi Note 4 will provide tough competition to other smartphones in its price segment, and even some priced a little higher. It scores very well in terms of design, battery life, and performance. For those who are looking for a smartphone with a big screen and great battery performance on a budget, the Redmi Note 4 is easy to recommend.

The Xiaomi Redmi Note 4 has been launched in three variants in India. At a starting price of Rs. 9,999 (2GB RAM + 32GB storage), the Redmi Note 4 is definitely a compelling option for users who are looking for a low-cost device. Our impressions are based on the highest-specced variant, and given the difference in prices between the three, we would suggest people skip the lowest one if they can afford to. The version with 3GB of RAM and 32GB of storage has been priced just Rs. 1,000 higher at Rs. 10,999, while the version with 4GB of RAM and 64GB of storage - the one reviewed here - is also a reasonable step up at Rs. 12,999.

 On Saturday afternoon, White House press secretary Sean Spicer had an encounter with a woman with an iPhone. She didn't want a selfie. When Shree Chauhan, a former elementary school teacher who is avowedly not a supporter of President Donald Trump, spotted Spicer at an Apple store in the D.C. area, she decided to ask the press secretary some questions "since he doesn't like the press," she wrote on Twitter.

"I wanted to speak truth to power," Chauhan said in a Medium post about the incident that was extremely political and far from polite.

In the video Chauhan posted on Twitter, she can be heard asking Spicer, "How does it feel to work for a fascist?" He answers, "We have a great country." Chauhan persists. "Have you helped with the Russia stuff? Are you a criminal as well? Have you committed treason, too, just like the president?"

Throughout the 50-second back and forth, Spicer, wearing a dark blazer, a button-down shirt sans tie and a concrete smile, attempts to gently rebuff Chauhan while also shopping for his gadgets, thanking the Apple store employees and shaking the hand of another customer. But there was one comeback that stood out.

As Chauhan continues to ask about Russia, Spicer interjects, "Such a great country that allows you to be here."

In her Medium post, Chauhan, who is of Indian heritage, characterized that response as threatening and racist.

"Think about the sheer audacity of Mr. Spicer to say that to my face with a smile, knowing that he is being recorded on video and the position of power he holds in our government. I am still stunned by the boldness of having my citizenship threatened on camera," wrote Chauhan, who added that she has been on the receiving end of online harassment since posting about the Spicer encounter on Saturday.

The go-to insult? "They tell me to leave the country. They have told me to go back to where I came from," she wrote. "To which my snarky reply is often, 'Go back where? New York?'"

The White House did not respond to a request for comment, but Trump seemed to allude to the incident in a Monday morning tweet:

"It is amazing how rude much of the media is to my very hard working representatives. Be nice, you will do much better!"

How NASA Found India's Chandrayaan, 'Lost' For 8 Years: Foreign Media

No one had heard from Chandrayaan-1 since Aug. 29, 2009. That's when the pioneering moon orbiter - the first lunar probe ever launched by the Indian Space Research Organization - abruptly went silent just 312 days into what was supposed to be a two-year mission.

The orbiter has been missing ever since. It's no bigger than a refrigerator and difficult for Earth-based telescopes to discern given the moon's nighttime glow, making the craft hard to track down. Plus, the moon's lopsided topography - riddled with mascons, or areas of dense material with higher-than-average gravitational pull - makes satellites' orbits incredibly unpredictable.

But the silent, stealthy Chandrayaan-1 couldn't evade powerful radio telescopes. Scientists at NASA's Goldstone Deep Space Communications Complex in California's remote Mojave Desert and at the National Science Foundation's Green Bank Telescope in West Virginia worked together to detect the long-lost orbiter by sending out radio waves in its direction and listening for the echoes that bounced back.

"To be declared lost and then found after eight years is a great accomplishment," Krishnaswamy Kasturirangan, the former ISRO chair who helped conceive the moon mission, told the Times of India.

The search technique, developed by researchers at the Jet Propulsion Laboratory in California, is a new one. Capitalizing on the fact that Chandrayaan-1's orbit takes it over the moon's north pole, they used Goldstone's largest antenna to direct a powerful beam of microwaves toward the spot they expected the probe to be. The antenna is usually used to communicate with spacecraft much farther away - it's still in touch with the Voyager 1 probe way outside the solar system. But it could also be applied much like a police officer's radar gun.

When the microwaves struck Chandrayaan-1, they bounced back toward Earth, where the Green Bank radio telescope was listening. During four hours of observations, Green Bank detected two blips that resembled the signature of a small spacecraft. That timing matched the period of Chandrayaan-1's orbit. The data also provided information about the spacecraft's speed and distance from Earth, which could be used to update projections of its orbit, and subsequent radar observations confirmed the new calculations.

The researchers used the same technique to find NASA's Lunar Reconnaissance Orbiter - an easier task because the LRO is still operational.

But this could be just the beginning of interplanetary radar investigations. The void between planets is filling up with human-made spacecraft, and it's only going to get more crowded. If scientists want to prevent potentially devastating collisions, they're going to need a powerful system to keep track of everything.

"Ground-based radars could possibly play a part in future robotic and human missions to the moon, both for a collisional hazard assessment tool and as a safety mechanism for spacecraft that encounter navigation or communication issues," according to a NASA statement.

 With another landmark debacle to account for, Congress boss Rahul Gandhi today said "Our fight continues and will not end till we win the hearts and minds of people." He also congratulated Prime Minister Narendra Modi, who not just brought his party back to power in Uttar Pradesh after 14 years, but did so with the biggest result the state has seen in decades.

Amit Shah said the BJP will hold a reception for PM Modi at the party's Delhi office on Sunday evening after which the its top decision makers, the parliamentary board, will meet to decide on chief ministers. "We will form government in four states - UP, Uttarakhand, Goa and Manipur," Mr Shah said.

The mega UP election, held in seven rounds, is seen as a bellwether for the 2019 national election. The win is also seen as an endorsement of the PM's stewardship of the economy after his decision last November to scrap high value notes, aimed at eliminating corruption and black money.

UP Chief Minister Akhilesh Yadav of the Samajwadi Party was relaxed as he accepted defeat and said he hoped "the next government does better." He said his partnership with the Congress would continue.

Mr Yadav said the allegation of Bahujan Samaj Party chief Mayawati that Electronic Voting Machines or EVMs were rigged in UP should be investigated. Ms Mayawati is "shocked" that her party has won only 19 seats.

As Congress vice-president Rahul Gandhi congratulated PM Modi, he also said, "Our fight continues and will not end till we win the hearts & minds of people."

The Congress's big win in Punjab - it has won 77 of 117 seats - is the best news it has had in months, having done disastrously in other recent elections.

But questions are again being raised about Rahul Gandhi's leadership after the Congress' poor showing in UP, where he focused his attention with an intense campaign. In his parliamentary constituency Amethi, the BJP has won four out of 5 assembly seats.

Delhi Chief Minister Arvind Kejriwal's plan to win two more states has fallen flat, with his AAP winning zero seats in Goa and came a poor second in Punjab, winning 22 seats, only four more than the Akali Dal-BJP alliance at 18.

ISRO's 'Lost' Chandrayaan-1 Found Orbiting Moon: NASA

ISRO's Chandrayaan-1 was launched in 2008. It was considered lost till NASA scientists found it.

India's first unmanned mission to the moon- Chandrayaan 1- which was believed lost, is still orbiting the moon, say NASA scientists.

The Chandrayaan-1, which cost $79 million, was launched in 2008 to map the moon's surface and look for precious resources. It was assigned a two-year mission. Scientists at the Indian Space Research Organisation (ISRO) lost contact with Chandrayaan-1.

Now, scientists at NASA have successfully located the spacecraft still circling some 200 kilometres above the lunar surface.

Finding the spacecraft required some "detective work because the last contact with the spacecraft was on August 29, 2009," said Marina Brozovic, a radar scientist in Californiai.

The Chandrayaan-1 spacecraft is very small, a cube about 1.5 meters on each side - about the size of a Maruti 800.

It was found using inter-planetary radar which helps observe small asteroids several million miles from Earth.

Finding a derelict spacecraft that has not been tracked for years and is as far as the moon is tricky because the moon is riddled with mascons (regions with higher-than-average gravitational pull) that can dramatically affect a spacecraft's orbit over time, and even cause it to have crashed into the Moon.

Chandrayan-1 reported first evidence of the presence of water molecules on the moon's surface in 2009. ISRO had suggested that the spacecraft's orbit would slowly decay and it would ultimately crash onto the lunar surface. A scientist there told NDTV, "It is very heartening that India's first inter-planetary probe has survived the vagaries of space for nine long years."

Experts suggest the Chandrayaan-1 is now a derelict souvenir, which, though in orbit, cannot receive or send data to earth, which means it's space junk.

In 2014, India triumphed with its unmanned spacecraft reaching Mars at a cost of $74 million, a fraction of the $671 million spent by NASA on similar missions - and far cheaper than the budget of the Hollywood space blockbuster "Gravity".


India plans to send its second mission to the moon, Chandrayaan-2, early next year.

In last-minute instructions on preparations for the counting day on March 11, the Election Commission on Thursday instructed the electoral officers to set up additional close-circuit TV cameras to monitor carrying of EVMs from strong rooms to the counting hall.

"On the date of counting, additional CCTV camera may be installed at such locations from where the carrying of EVMs from strong rooms to the counting hall can be recorded for effective monitoring," the EC said in the letter.

Votes for the general assembly elections of Uttar Pradesh, Punjab, Uttarkhand, Goa and Manipur will be counted on March 11.

The EC further said: "For counting day, CCTV cameras must be strategically placed so that all movements of personnel carrying control units is covered and displayed on TV, placed at the Returning Officer's table and at some place where candidates, counting agents can also view the movement of CUs from strong room to the counting hall."

It further said that in case the counting hall is located at a distance or in a separate building away from the strong room, barricading from the strong room door up to the counting hall door should be done in such a way that "EVMs of each constituency should not be criss-crossing each other".

Poll Of Exit Polls 2017 For Punjab: Akali-BJP To Be Decimated

The polls of exit polls for Punjab on NDTV predicts that the ruling Akali-BJP combine, which has been in power for 10 years, will be decimated.

An average of five exit polls shows the Congress and AAP placed almost neck-and-neck. The Congress is tipped to win 54 of 117 seats, two more than AAP, in the aggregate. The Akali-BJP is at 10 seats.

One poll shows the Congress winning, the other shows AAP ahead. A party needs 59 seats to gain a simple majority in the state assembly.
Around 1.4 crore people in Punjab voted for some 1,100 candidates in a three-way contest between the ruling alliance, Congress and AAP, which debuted in the state polls this time.

There are several interesting contests in Punjab. Parkash Singh Badal, 89, the oldest serving Chief Minister in the country, is contesting against Congress state president Amarinder Singh in his constituency of Lambi. AAP lawmaker Bhagwant Mann is challenging Akali Dal chief Sukhbir Singh Badal in Jalalabad. Former BJP lawmaker Navjot Singh Sidhu contested in Amritsar East as the Congress candidate.

Votes will be counted in Punjab and four other states on Saturday.
Reacting to the exit polls, Punjab Congress president Amarinder Singh said: "I am optimistic that our party will attain a clear majority with 62-65 seats. The exit polls are merely indicative of the positive trend in favour of the Congress but the actual results will be completely in favour of the party."

The Akali-BJP alliance won the 2007 and 2012 assembly elections in straight contests with the Congress. This year, AAP emerged as a third force on most seats.

At 8.30 pm on Thursday, an aggregate of six exit polls showed the BJP getting 211, the Samajwadi Party-Congress 122 and Mayawati's Bahujan Samaj Party (BSP) 61 seats.

Two surveys helped the BJP past the halfway mark in the poll of exit polls by predicting a huge win for the party - India Today-Axis has predicted that the BJP will get between 251 and 285 seats, while News 24 - Today's Chanakya gives the party 285 seats.
